Film production companies are very flexible about where they will go to make their productions – financial incentives may work in the short term, but as film is usually project based, they can choose wherever the most currently favourable deal is on offer. Talent is equally flexible and mobile, travelling to where the work is.

Some potential initiatives;

The instigation of an international film festival – one that specifically rewards and encourages young creative talent.

A film award could be instigated offering limited finance for a winning production. It may be possible to share some of the risk in this as a financial venture and maintain some interest in the possible proceeds of the resulting product. As this activity sits somewhere between sponsorship and becoming an active film producer, research and expert advice must be taken. Public screenings would accompany the final release of sponsored product and would offer a major opportunity for identity branding for the city.

Public locations can be opened up for filming and local bye laws enacted to enable the closing down of public areas for the use of film and television crews. Ease of parking permits for support vehicles is a minor but vital detail. Transportation facilities can be encouraged to make themselves available for shooting. A general spirit of local public engagement in the process of film making can be promoted so that the people feel a part of the creativity that is interwoven into the fabric of the city.
